Financing for foreign buyers
Non-resident finance is available, normally with a larger deposit than for residents.

2026 snapshot
- Indicative gross long-term yield: 4–6%
- Typical buyer costs: approximately 6–10%, depending on price and status

- Property-linked residence: no; property ceased to qualify for the Golden Visa in 2023
Main investment locations
- Lisbon: international demand and high entry prices
- Porto: urban regeneration, students and professional tenants
- Algarve: holiday homes, retirement and seasonal rentals
- Madeira: lifestyle and remote-worker demand
- Silver Coast: lower entry cost than Lisbon or the Algarve
Who can buy?
There is no general nationality ban on residential ownership. EU and non-EU buyers normally need a Portuguese tax number (NIF), a bank/payment structure and source-of-funds evidence. Ownership alone does not grant residence.
Purchase and ownership costs
Acquisition commonly includes IMT transfer tax, 0.8% stamp duty, notary/registration, legal fees and possible mortgage stamp duty. Tax treatment can differ for non-residents, companies and higher-value property. Agency fees are usually paid by the seller and often fall near 5% plus VAT. Annual costs include municipal IMI, condominium charges, insurance and, for higher-value holdings, possible AIMI.
Renting and short-term letting
Long-term demand is strong in Lisbon, Porto and the Algarve. Short-term accommodation requires an Alojamento Local registration and compliance with national and municipal rules. Lisbon, Porto and other municipalities may restrict new registrations by zone. A valid licence must be verified, together with whether it transfers on sale.
Key risks
Licensing changes, older-building condition, condominium works, coastal seasonality and optimistic short-let projections are the main concerns. Golden Visa marketing must not imply that purchasing property still qualifies.
