2026 snapshot

  • Indicative gross yield: approximately 5–8% in selected urban/coastal properties

  • Property-linked residence: ownership may support accommodation evidence, but a standard purchase is not an automatic investment-residence programme

Main investment locations

  • Tirana: deepest year-round residential market
  • Durrës and Golem: accessible coastal and seasonal demand
  • Vlorë: major development and tourism pipeline
  • Sarandë and Ksamil: high tourism interest with intense seasonality

Who can buy?

Foreign individuals can generally acquire apartments and qualifying buildings. Agricultural land cannot generally be purchased directly by foreigners, and land attached to villas or development sites needs specialist structuring. Commercial acquisition of construction land can require a planned investment worth at least three times the land value.

Purchase and ownership costs

Buyer-side taxes can be relatively low, but legal, notary, registration, survey and agency costs must be confirmed. The seller commonly bears transfer-related tax, though pricing may reflect it. Building management and infrastructure charges vary widely in coastal projects.

Renting and short-term letting

Tourist letting requires tax registration and compliance with accommodation rules. Headline seasonal revenue should be adjusted for a short peak season, platform fees, cleaning, management and unfinished local infrastructure.

Key risks

Title history, legalisation, permits, developer ownership of land, infrastructure completion, coastal overbuilding and shallow resale demand are major considerations.
